The Context — The History
Jesus taught on a plain in Galilee to disciples and a great crowd from Judea and the coast. Similar ethical sayings existed in other traditions, but Jesus rooted this rule in love for enemies and generous, God-like mercy.

Luke 6 records the Sermon on the Plain, where Jesus blesses the poor and warns the rich. He commands love for enemies and non-retaliation before stating this Golden Rule as the summary of how to treat others.
