The Context — The History
Moses spoke these words as he prepared to transfer leadership to Joshua before Israel crossed the Jordan. Canaan's fortified cities and trained armies posed a real threat to a nation formed in the desert.

Deuteronomy 31 records Moses commissioning Joshua and writing the law. God promises his presence to the new leader and the people so they need not fear the nations ahead.
