The Context — The History
Ezra led a second wave of exiles from Babylon to Jerusalem in the Persian period. Persia allowed subject peoples to restore local worship, but Israel's identity depended on knowing and teaching Torah again.

Ezra 8 lists families and gifts for the temple journey. This verse explains Ezra's qualification: he was a skilled scribe devoted to studying, practicing, and teaching God's law in the restored community.
