The Context — The History
Romans 13 addresses Christian life under governing authorities in the Roman Empire. Paul also taught love as the fulfillment of Torah in community relationships.

Paul commanded submission to authorities as instituted by God and payment of taxes and honor. He then summarized commandments about neighbors: love does no harm, therefore love fulfills the law.

For the commandments, “You shall not commit adultery,” “You shall not murder,” “You shall not steal,” “You shall not covet,” and whatever other commandments there are, are all summed up in this saying, namely, “You shall love your neighbor as yourself.”
