The Context — The History
Israel would encounter prophets and dreamers in Canaan who could perform signs. Moses warned that authentic covenant loyalty could not be measured by spectacle alone. God permitted tests to reveal whether love for him was wholehearted or easily diverted.

Deuteronomy 13 addresses the seduction of false prophets who entice Israel toward other gods, even with miraculous signs. Moses commanded rejection of such voices, explaining that God was testing whether his people loved him with undivided heart and soul.
