The Context — The History
Paul wrote to Rome to explain the gospel to a church he had not yet visited. Both Jews with the law and Gentiles without it needed to hear that sin is universal — no group can claim moral superiority before God.

Romans 3 argues that both Jew and Gentile are under sin, with Old Testament quotes proving no one is righteous. Paul levels the ground so every person must receive righteousness as a gift through faith in Christ.
